This flag is available in the shop for 275MC and gives 1xp when bought. This is the only flag which seems to be surrounded by mystery, as there certainly is no place on the map called "Xogron Empire". It is believed to be connected to the founder of the game, Adam Powell, since when he was asked, he replied that it was just "[him] being silly[1]".
